Position Overview
The Planet Group has been asked to assist our client with this important and immediate opportunity as they continue to grow their Asheville office.
Our client is seeking an experienced Construction Administrator (CA) to support the successful delivery of municipal utility construction projects. The ideal candidate will have a strong background in Construction Administration for municipal water and sewer projects, including construction contract administration, document control, field observations, RFIs, submittals, change orders, pay applications, and project closeout.
Direct Construction Administration experience in the municipal utilities sector, specifically water and sewer projects, is a MUST HAVE for this position. Candidates without this specific experience will not be considered.
The Construction Administrator will serve as a key liaison between the municipality/client, contractors, engineers, and project stakeholders throughout the construction phase.
Key Responsibilities
- Administer construction contracts throughout the construction phase of assigned municipal water and sewer projects.
- Monitor construction progress and ensure compliance with approved plans, specifications, contract documents, and applicable municipal requirements.
- Review civil engineering plans, specifications, technical documents, and construction contract documents.
- Coordinate, review, and track RFIs, shop drawing submittals, contractor correspondence, and project documentation.
- Review contractor pay applications, change order requests, quantity calculations, and supporting documentation.
- Perform regular construction site visits to observe water and sewer construction activities and prepare accurate field observation reports.
- Monitor contractor performance and construction progress for compliance with contract requirements.
- Coordinate and document construction progress meetings with municipalities, contractors, engineers, and other project stakeholders.
- Assist with constructability reviews and identify potential issues, conflicts, and schedule impacts.
- Maintain project schedules and monitor construction milestones and completion dates.
- Review and verify quantities, measurements, work completed, and associated project costs.
- Ensure quality control procedures are followed and properly documented.
- Maintain organized project records, correspondence, meeting minutes, inspection reports, RFIs, submittals, change orders, and other construction documentation.
- Coordinate inspections, punch lists, substantial completion, final completion, and project closeout.
- Communicate effectively with municipal clients, contractors, engineers, and internal project teams.
- Manage multiple construction projects while maintaining schedule, budget, quality, and documentation objectives.
- Identify and communicate potential construction, contractual, scheduling, and quality issues to the appropriate project team members.
MUST HAVE
- Direct Construction Administration (CA) experience on municipal utility projects.
- Specific experience with municipal water and sewer construction projects.
- Experience administering water and sewer construction contracts during the construction phase.
- Experience reviewing and managing RFIs, submittals, change orders, contractor pay applications, and construction documentation.
- Experience performing construction site observations and preparing field observation/progress reports for municipal utility projects.
- Experience working directly with municipalities, contractors, engineers, and other project stakeholders.
- Bachelor's degree in Civil Engineering, Construction Management, or related field preferred; equivalent experience will be considered.
- Associate degree with 4+ years of relevant construction experience, or a minimum of 6 years of progressive construction industry experience.
- Ability to read and interpret civil construction plans, specifications, and contract documents.
- Knowledge of construction contract documents, general conditions, technical specifications, and construction administration procedures.
- Strong understanding of construction quality control and documentation requirements.
- Strong mathematical skills with the ability to verify quantities, measurements, and project costs.
- Excellent verbal and written communication skills.
- Strong organizational skills with the ability to manage multiple projects and priorities.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Adobe Acrobat.
- Valid driver's license and ability to travel to project sites as needed.
The ideal candidate is an experienced Construction Administrator who has worked directly on municipal water and sewer infrastructure projects and understands the full construction administration process from pre-construction through final closeout.
This person should be comfortable working with municipalities, engineers, contractors, and project stakeholders and should have hands-on experience with contract administration, RFIs, submittals, change orders, pay applications, site observations, documentation, inspections, and closeout.
We are looking for someone who can step into the role and immediately contribute to the growth of the Asheville office.
