The Planet Group is currently seeking a Project Controls Manager II for a growing company in the renewable/solar industry. 

JOB SUMMARY

  • Project Controls Manager II manages cost tracking and forecasting, contract management and change order control, and quantity surveying, especially on Bill of Quantities (BOQ) Projects, and drives successful project delivery, supporting solar, energy storage, wind, transmission, and distribution.
  • This position collaborates closely with the Construction Project Management team to ensure that projects are delivered safely, on time, and budget.  
  • Areas of responsibility include cost control, cost reporting, forecasting, financial reporting, performance measurement, earned value analysis, contract management, subcontract compliance, invoice management, change management, and risk analysis. This position assists project leadership with client relationship management, coaches, and mentors project controls aligned staff.

Requirements:   
  • Manages the Cost Control Process:
  • Supports Estimating during budget setup, following standard WBS and cost code structure.
  • Develops and contains project cost reports.
  • Forecasts and analyzes trends, develops estimates to complete costs, and analyzes commitments.
  • Provides Cost Variance Analyses and variance to budget and the prior forecast.
  • Provides Earned Value Analysis by tracking progress and measuring performance.
  • Utilizes Cash Flow Models with cash flow analysis and preparation.
  • Supports Change Management by tracking and analyzing project changes to budget and scope, facilitating the change management process.
  • Supports Subcontractor Change Management ~ reviewing subcontractor changes and assessing the impact on the overall budget and forecast.
  • Provides Risk Analysis ~ assessing and evaluating project risk at the funding stage and throughout project execution, compiling data and risk analyses.
  • Administers contracts:
    • Demonstrates extensive knowledge of prime contracts and subcontracts and identifies all gaps, risks, opportunities, and deliverables.
    • Resolves issues with contracts and subcontracts.
    • Maintains a complete understanding of all contractual obligations and ensures executed agreements and contracts are in place.
    • Produces change orders and liaises with the counterpart in the client organization to ensure the client processes and approves change orders.
  • Reviews subcontractor progress and performance and supports payment applications.
  • Supports Project Manager with reporting process:
  • Collects data necessary for daily/weekly/monthly work completed.
  • Participates in daily and weekly status and progress reports of construction on site.
  • Creates the weekly and monthly Project Cost reports and present them alongside the PM.
  • Understands the impact of Scheduling on the cost control process:
  • Reviews and understands schedule as it tries to contractual milestone dates.
  • Assesses risks and makes recommendations for risk mitigation and contingency management.
  • Supports development and implementation of the project execution plan.
  • Assists with Client Relationship Management:
  • Assists Construction Director and Project Manager in client negotiations relating to executing contracts and change orders.
  • Provides Project Controls Coaching and Mentoring:
  • Coaches other project controls staff, Project Controls Manager I, Project Accountant, and Cost Administrators, including best practices for managing contracts and daily issues and tasks.
  • Directs, guides, and coaches Project and Field Engineers to ensure site activities are understood and follow established processes through quality checks.
  • Follows processes for systems and communication lines on site and ensures implementation is consistent.
  • Operates Company aligned vehicles on project sites and business trips.
  • Attends work regularly and punctually, as scheduled or expected.
  • Complies with Employee Handbook, Code of Conduct, and Company Policies & Procedures.
  • Presents, supports, and leads-by-example with a safety and quality-oriented attitude.
  • Ensures QA/QC and Environmental processes are implemented according to the plan and are consistently adhered to.
  • Fosters a culture of continuous improvement.
Safety:
  • Follows safety and security procedures and determines appropriate action.  
  • Reports potentially unsafe conditions and uses materials and equipment properly.

 Qualifications:
  • Bachelor’s degree in business, finance, engineering, construction management, accounting or 8 years of related experience, required.
  • 7+ years of relevant experience in project controls/commercial management/project management (construction environment is a plus), required.
  • Valid driver’s license, required.
  • Ability to travel up to 50% domestically required.
  • Strong interpersonal skills and ability to build relationships
  • Ability to work independently and be proactive
  • Strong OR Proficient understanding of cost and change management
  • Strong negotiation skills
  • Ability to work in a fast-paced environment
  • Strong leadership, mentoring, and facilitation skills

  • Advanced Microsoft Office Suite (Excel, Word, PPT, Outlook, Visio, cost databases)
  • Intermediate experience with job costing or accounting software – knowledge of Business World, IFS, Procore, HeavyJob, and HeavyBid an advantage
  • Intermediate experience with Primavera P6
  • Understanding of Safety and OSHA requirements
  • Functional competencies include accountability, attention to detail, prioritization, business acumen, and collaborations ability, or veteran status.
