The Construction Quality Specialist is responsible for monitoring processes and procedures across construction regions and supporting quality management activities for assigned projects. This role performs Process Assessments, assists with contract exhibit reviews during the RFP and IFC phases, and supports specification revisions to ensure compliance with applicable company standards and DOT pipeline safety regulations.

The individual receives periodic direction from their supervisor, and work is reviewed periodically for accuracy and effectiveness.

Key Responsibilities

Duties may include, but are not limited to:

  • Serve as a point of escalation for technical issues within the Quality Management function.
  • Monitor and support project investigations.
  • Update construction SharePoint sites with specification updates and notifications.
  • Monitor and maintain distributed Operator Qualification (OQ) notifications.
  • Analyze construction quality data from multiple sources, including audit logs, nonconformance logs, contract review logs, regulatory audits, and other quality-related data.
  • Conduct field Process Assessments and assist with field documentation audits as needed.
  • Lead or participate in Construction Quality meetings.
  • Support training and onboarding for new Quality team members.
  • Monitor training completion and ensure appropriate training has been provided to Construction Quality personnel.
  • Assist with the approval process for construction contracts throughout various stages of the contracting process.
  • Develop and maintain process documentation, procedures, guidelines, handbooks, work instructions, and departmental presentations.
  • Present project quality information to audiences of varying size and technical backgrounds.
  • Serve as a Quality Management System (QMS) Power User as needed.
  • Represent the Quality Management function at industry conferences and communicate relevant findings and updates to internal stakeholders.
  • Assist with reviewing Supply Chain vendor data and documentation.
  • Work cross-functionally with technical and operational groups, including Operational Compliance, Regulatory Compliance, Administration Services, Pipeline Integrity, Metallurgical Services, Engineering and Design, and Supply Chain.
  • Participate in construction compliance and construction administration process improvement initiatives.
  • Demonstrate responsible stewardship of organizational resources and interests while maintaining integrity, accountability, and trust.
Required Qualifications
  • Minimum of three years of experience working in the pipeline or facility construction industry.
  • Minimum of one year of field construction experience.
  • Thorough knowledge of applicable codes and standards related to pipeline construction.
  • Fundamental understanding of quality management principles.
  • Fundamental understanding of project management principles.
  • Strong analytical and problem-solving skills with the ability to troubleshoot technical issues and exercise sound judgment.
  • Strong attention to detail.
  • Highly motivated with the ability to work independently and demonstrate initiative.
  • Ability to travel frequently, including overnight travel.
Preferred Qualifications

The following certifications or experience are preferred:

  • NACE Level 1 or higher certification.
  • Certified Welding Inspector (CWI).
  • API 1169 certification.
  • Quality Management System (QMS) training.
  • Root Cause Analysis training.
  • Experience supporting inspection staff training.
  • Familiarity with contract conformance processes.
  • Understanding of project lifecycle phases.
  • Knowledge of applicable governing regulations and industry standards, including API 1104 and Pipeline Safety Regulations Parts 192 and 195.
  • Experience writing Standard Operating Procedures (SOPs), guidelines, work instructions, and handbooks.
  • Ability to manage diverse stakeholder relationships, build effective teams, and resolve conflicts professionally.

Additional Information
  • This position may oversee the work of contract personnel but does not have direct reports.
  • The position may be based in Houston.
  • Frequent overnight travel may be required.
Working Conditions
  • 100% office-based, with frequent travel to project and field locations as required
