Pay Range 59-63.35 per hours
Per Diem offer
12 month contract with option to last 6 years.
This role serves as a liaison to Project Management in a team environment, supporting the project's safety goals and representing the owner at project sites during project execution. The Safety Specialist will maintain a strong field presence, ensure contractor compliance with applicable safety requirements, identify and mitigate hazards, and provide safety guidance to project management and field personnel.
Responsibilities- Establish and reinforce a safety-first culture where safety is treated as an imperative and cannot be compromised.
- Ensure contractors comply with OSHA regulations, applicable federal, state, and local regulations, and Dominion Safety Terms and Conditions.
- Provide expert knowledge of applicable safety regulations and codes and advise project management regarding their impact on the project.
- Orient new contractor hires to Dominion's safety expectations and periodically audit required documentation.
- Provide Dominion safety orientation training to onsite personnel as needed.
- Ensure required safety materials are available onsite, including the Contractor Yellow Book, applicable regulations, safety inspection forms, observation forms, safety plans, and related documentation.
- Develop and maintain emergency action plans and incident response matrices identifying Dominion project stakeholders who must be contacted following an incident.
- Respond to safety concerns and follow up with reporting individuals, including concerns related to LOTO, Power Generation 5, and Mission Zero.
- Conduct safety audits and inspect facilities, machinery, equipment, and work areas to identify and correct potential hazards and ensure regulatory compliance.
- Immediately stop activities involving Immediately Dangerous to Life and Health (IDLH) conditions and coordinate corrective action with the contractor's safety team.
- Prioritize other compliance issues, ensure corrective actions are assigned, establish resolution dates, and escalate unresolved issues to the Project Manager as appropriate.
- Promptly notify project staff of contractor incidents.
- Participate in incident investigations, determine root causes, and follow up on corrective actions.
- Prepare and provide management with reports regarding safety injuries, illnesses, vehicle incidents, property damage, and changes to safety standards.
- Participate in project safety calls to discuss project parameters, safety performance, and incidents.
- Inspect field safety documentation, including vehicle inspections, confined space permits, excavation permits, crane lift plans, and operator certifications.
- Attend contractor Pre-Job Briefs and audit their quality as needed.
- Maintain a highly visible field presence through regular site visits and interaction with field personnel.
- Coach field personnel and coordinate with contractor safety representatives to address safety concerns.
- Conduct site walks with Dominion and contractor safety professionals to build relationships and identify hazards.
- Ensure contractors comply with Dominion's zero-tolerance safety expectations.
- Prepare for and participate in corporate safety audits.
- Notify the Project Manager and Manager of Generation Projects when an OSHA compliance officer arrives onsite.
- Participate in OSHA regulatory visits, including pre-meetings, site walkdowns, and closeout meetings.
- Document issues and observations identified during OSHA visits and coordinate review of contractor responses to OSHA complaints or citations.
- Maintain a physical presence in the field for at least 80% of the workday, addressing safety issues as they arise.
- Identify best practices and continuous improvement opportunities and recommend actions to contractors and Dominion Project Management to reduce risk, increase safety awareness, and improve work practices.
