Pay Rate: $33-36.20/hr
Overview:

Primary Duties/Responsibilities:
Regulatory Compliance
  • Ensure Regulatory Compliance by monitoring compliance daily at all projects of responsibilities.
  • Identify potential hazards and risks on a monthly basis. Complete monthly inspection reports (MIR). Post MIR on the safety webpage.
  • Establish a day to day management of a site-specific Health & Safety program.
Monitoring
  • Routine monitoring of the Projects’ Safety Program by maintaining visibility to staff, observing employee/contractor safety related behavior and performance.
  • Identify potential hazards or program opportunities through daily, weekly, monthly walkthroughs.
  • Address unsafe practices, security breaches and non-compliant issues timely. Take necessary action as required to resolve and correct liabilities.
  • Maintain open communications with Project Manager or designated contact on safety related concerns, opportunities, etc.
  • Communicate findings and observations to site management on a weekly basis.
  • Monitor OSHA Standards at projects of responsibilities.
  • Monitor contractor and subcontractor work and practices. Ensure contractor safety orientations are delivered.
  • Review and track proactive safety measures. (Job observations, near misses and other safety contributions to the program).
Training and Awareness
  • Schedule and deliver monthly training for all employees as mandated by Corporate by following corporate safety topic calendar. Deliver any other site specific safety training as required for all facilities.
  • Implement and ensure safety committee meetings are held monthly. Ensure that appropriate resources including time, funding, and employees are provided to carry out safety committee expectations.
  • Distribute and post safety alerts and monthly awareness communications.
  • Incident Reporting and Investigation
  • Respond and investigate safety related incidents, accidents and illnesses immediately.
  • Report incidents to site management (Project Manager) timely.
  • Enter all incidents (near misses, first aid, recordable) information in Intelex. Provide preventive and corrective actions plans timely.
  • Manage work-related injuries to minimize lost work days or restricted duty days. Ensure Workers Compensation Process / Checklists are followed for work-related injuries.
  • Lead/conduct incident investigation process to determine root causes and provide preventive/corrective actions. Coordinate and participate in the site required Root Cause Analysis (RCA) meetings or conference calls for incident reviews.
  • Ensure compliance with recordkeeping and data entry practices by entering incident information in the Intelex Program. (OSHA-301-300A, etc.).
  • Ensure claims are opened/reported to Insurance carrier (Sedgwick) timely.
Recordkeeping
  • Assist operations in reviewing SOP with safety components to the documentation. Evaluate and provide annual updates timely to the following programs:
    • Electrical Safety & LO/TO.
    • Emergency Management & Emergency Action Plan
    • Process Safety Management and Risk Management Plan
    • Review site-specific HAZCOM Written Program
    • Update chemical inventory lists and SDS Binder(s)/Labeling
    • Confined Spaces Entries. Revise confined spaces inventory list.
    • Respiratory Protection Program
    • Hearing Conservation Program
    • Forklift Program
    • Create Job Safety Analysis (JSA) for site-specific procedures
    • Develop any other safety related site specific procedures applicable to the operations.
Multi Projects
  • Maintain open communications with Project Managers and Area VP of Operations on safety related concerns, opportunities, for projects of responsibilities etc.
  • Conduct one project site visit quarterly to identify potential hazards or program opportunities. Coordinate with Regional Safety Director.
  • Communicate findings and observations to Area VP Of Operations and Regional Safety Director.
  • Remotely assist project managers with the monitoring of work-related injuries to minimize lost work days or restricted duty days. Ensure Workers Compensation Process is followed for work-related injuries.
  • Lead/conduct incident investigation process to determine root causes and provide preventive/corrective actions. Coordinate and participate in the site required Root Cause Analysis (RCA) meetings or conference calls for incident reviews.
  • Monitor compliance with recordkeeping and data entry practices in the Intelex Program.
  • Monitor the delivery of required monthly training for assigned projects as mandated by the corporate safety topic calendar.
  • Review the status of the projects’ safety incentive program proactive measures. (Job observations, near misses and other safety contributions to the program.)
  • Coordinate, develop and implement a safety program start up initiatives for new projects.
Corporate
  • Participate in the monthly corporate safety team call. (All Hands on Deck Call).
  • Participate in quarterly regional call (South Region – Safety Team).
  • Assist the regional director when requested with safety related support at other projects.
  • Maintain open communications with Regional Safety Director. Coordinate biweekly safety program status calls.

Educaiton/Experience/Background
  • BS Degree in Occupational Health and Safety, or Mechanical/Chemical/Civil/Environmental Engineering or equivalent
  • 5 or more years’ experience in EHSS compliance.
  • Management experience

Knowledge/Skills/Abilties
  • Working knowledge of operational aspects of Water and Wastewater industry would be an advantage.
  • Expert knowledge of federal environmental (EPA), health and safety (OSHA), and security (DHS) and corresponding State regulations.
  • Working knowledge of wastewater and water treatment/collection/distribution would be an advantage, similar experience in laboratory testing would be of value.
  • Experienced conducting incident investigation and root cause analysis.
  • Excellent verbal and written communication skills
  • Strong leadership, communication, technical and presentation skills required
  • Proficient in use of Microsoft Office (Word, Excel, Power Point, Outlook, Skype for Business, etc)
  • Effective in Influencing change across functional and demographic boundaries
  • Ability to delegate and manage multiple responsibilities effectively
  • Demonstrated experience in leading continuous improvement activities and programs leveraging processes, tools, and best practices
  • Demonstrated experience in managing cultural change across an organization utilizing multiple approaches to help employees adopt and implement sustained change
  • Budget, cost management, strategic planning and leadership experience
  • Previous experience with security regulations and systems
  • Ability to challenge and debate issues of importance to the organization with diplomacy.
  • Effective soft skills in communicating effectively with all levels of management and employees.

Required Certification/Licenses/Training
  • Desired, but not required, certifications include:
  • Authorization by the OSHA Training Institute as an authorized instructor on OSHA Standards for general industry.
  • CSP (Certified Safety Professional), or ability to acquire CSP designation.
  • CHMM (Certified Hazardous Materials Manager)
  • Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials handling operations and chemical spill/release incidents
