Contract – 12 months
Boston, MA
Pay Range: $42.42-$44.42/hr
Must Haves:
The Program Manager will work with the Payment and Care Delivery Innovation team to support the development for a statewide social service electronic referral platform and support FSP program.

Must Haves:
- Four (4) years of full-time or, equivalent part-time, professional internship, administrative, supervisory, or managerial experience in: Business administration, business management, public administration, health care administration, public management, clinical administration, clinical management, public health, health care
- Familiarity with Medicaid program, especially in the state.
- Familiarity with Electronic Referral Systems and experience developing business plans need to implement such systems
- Experience leading policy development
- Excellence in work performance, as evidenced by letters of reference or awards for performance of similar indicators
- Degree in Master of Public Health
- Experience providing contract and performance management to providers
The Program Manager will work with the Payment and Care Delivery Innovation team to support the development for a statewide social service electronic referral platform and support FSP program.
Scope of Work:
- Lead development and operationalization of a statewide electronic referral platform
- Manage large group of internal stakeholders to determine needs and ultimate recommendations for platform
- Manage and work with Project Management Vendor, referral platform vendor, internal policy staff, and internal IT and systems staff to ensure platform success
- Draft the procurement and coordinate the procurement process for a vendor to develop the statewide electronic referral platform
- Support the implementation of the current and future FSP through policy development via stakeholder engagement, literature review, PowerPoint Presentations, and other mechanisms
- Perform other duties as required
Applicants must have at least;
- (A) four (4) years of full-time or, equivalent part-time, professional internship, administrative, supervisory, or managerial experience in: Business administration, business management, public administration, health care administration, public management, clinical administration, clinical management, public health, health care Or (B) any equivalent combination of the required experience and substitutions below.
- Substitutions:
- A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
- An Associate’s degree in a related field may be substituted for one (1) year of the required experience.
- A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
- A Graduate degree in a related field may be substituted for three (3) years of the required experience.
- A Doctorate degree in a related field may be substituted for the required experience.
- Knowledge of the state health care system and current health care policy issues including FSP and HRSN
- Familiarity with Medicaid program, especially in the state.
- Familiarity with Electronic Referral Systems and experience developing business plans need to implement such systems
- Technical expertise to understand specifications needed for Electronic Referral System to draft and lead procurement
- Strong Analytical and problem-solving skills
- Experience leading policy development
- Demonstrated ability to compile and present complex information in spreadsheets and reports, using Excel, Word, and/or PowerPoint
- Flexibility and ability to thrive in a fast-paced, dynamic environment
- Excellence in work performance, as evidenced by letters of reference or awards for performance of similar indicators
- Degree in Master of Public Health
- Course Work or Experience in epidemiology
- Experience with SQL and/or R
- Experience working with providers, preferably ACOs
- Experience providing contract and performance management to providers
