The Senior Estimator is responsible to scope, develop, coordinate, review, and communicate all levels of project and program estimates in support of Project Management at CGS. Under some supervision the SE will develop Preliminary estimates, Rough Order of Magnitude estimates, Budgetary estimates, and Definitive estimates as required by the project type and complexity. The SE will work with project stakeholders (i.e., project management, engineering, planning, contractors, ect.) to develop, implement & continuously improve estimating and scope management processes. Provide input to and operate under CE-01 (Cost Estimating Manual).
Principal Accountabilities
• Develop and/or oversee the development of project estimates, support planning & engineering groups in the development of all levels of estimates based on the scope of work. This is the primary function of this position and includes being a member of the project team and attending team meetings, reviewing plant and design drawings and plant design change (PDC) packages, performing plant walk downs with project managers, system engineers, etc. Estimating man hours for craft, create labor and professional service estimates to support any project using bids from vendors & contractors. Monitor labor market trends; work with procurement to monitor equipment and material pricing trends, determining tax liability for projects where applicable, etc.
• Support the development, maintenance, improvement, and monitoring of the Columbia Generating Station (CGS) Long-range Plan (LRP) used to determine Capital and Expense projects that populate the LRP in accordance with procedure requirements. Oversee and provide direction on project coordination activities as required to support development and ongoing maintenance of the annual project lists. Leverage existing solutions and applicable benchmarking data to ensure activities are efficient, complete, and accurate. Ensure key risks related to these activities have been identified and compensating internal controls are in place and institutionalized. Establish and monitor key financial indicators to evaluate and ensure financial predictability and accuracy.
• Administrative: Attends management and project level meetings to represent and explain the basis for the estimates, estimate level of accuracy, and provide general support to project managers. Maintains the estimating data base and historical estimating records as required.
• Other: Attends department D 15 meetings, safety meetings, all hands meetings, and performs other miscellaneous tasks as required by supervision. Must support the biennial refueling outage.
Required Education & Experience:
Senior Estimator: Requires a bachelor’s degree from an accredited college or university and 10 years of industrial level experience scoping and developing engineering, procurement and construction estimates including preliminary, rough order of magnitude, budgetary, and definitive estimating levels of accuracy may be as a result of Project Management responsibilities;
OR
a High School diploma or GED and 12 years of industrial level experience scoping and developing engineering, procurement and construction estimates including preliminary, rough order of magnitude, budgetary, and definitive estimating levels of accuracy may be because of Project Management responsibilities. A minimum of 7 years of specific cost estimating experience is required and/or professional certifications proving estimating knowledge must be obtained from AACE and/or ASPE.
Required abilities and skills
• Knowledge of nuclear plant, industrial plant, engineering, maintenance, and construction processes
• Working knowledge of Microsoft Excel, Project, Word, and PowerPoint
• Knowledge of professional project management principles
• Knowledge of project estimating, reporting and cost analysis of project information
• Well-developed skills in the areas of administration and time management
• Excellent organizational and interpersonal skills
• Well-developed written and oral communications and presentation skills; comfortable speaking in front of groups
• Strong teamwork skills
• Develop and demonstrate an understanding of scope management
• Strong analytical, mathematical, data checking skills
• Skilled at interfacing/communicating with Senior Management
• Ability to establish goals, set priorities, and maintain an awareness of interrelationships among activities
