Location: Spring Hill, FL
Pay Rate: $90–$110/hr
Per Diem: Offered
Duration: 1-year assignment
Schedule: Onsite, Monday–Friday (50 hrs/week max)
Position Overview
A large capital expansion project is seeking an experienced Project Controls Manager to lead all cost, schedule, and reporting functions. This role drives the overall project controls strategy to ensure accurate forecasting, performance tracking, and alignment with the project’s budget, schedule, and contract requirements.
Candidates with experience on major industrial, energy, or power?related construction projects—particularly those involving complex EPC or expansion scopes—are strongly encouraged to apply. Background in contract management or change management will be considered a significant plus.
Key Responsibilities Project Controls Leadership
- Develop, implement, and oversee the full project controls program, including cost, schedule, progress, and reporting standards.
- Lead internal project controls personnel and/or coordinate external resources.
- Create and maintain an integrated Level 3/Level 4 project schedule covering engineering, procurement, construction, commissioning, and turnover activities.
- Track critical path, schedule risks, constraints, and upcoming work.
- Prepare schedule updates, variance analysis, and look?ahead reports.
- Maintain detailed cost reports, cash flow projections, and earned value metrics.
- Monitor commitments, actuals, and forecast?to?complete.
- Identify cost and budget risks early and support mitigation planning.
- Implement consistent progress measurement for engineering, procurement, and construction.
- Validate field progress quantities and ensure alignment between cost, schedule, and performance reporting.
- Produce weekly and monthly reporting packages, including dashboards, KPIs, and executive summaries.
- Present project performance updates to internal teams and external stakeholders.
- Track trends, potential changes, and support documentation for change orders or claims.
- Assist with analyzing schedule impacts, cost effects, and substantiation of changes.
- Collaborate with procurement, legal, and project leadership to maintain compliance with contract requirements.
- Support schedule and cost risk reviews.
- Identify project controls risks and contribute to mitigation strategies.
- Maintain integration across cost, schedule, and reporting systems.
- Support ongoing improvement of project controls processes, tools, and templates.
Qualifications
Required
- Bachelor’s degree in Engineering, Construction Management, Business, Finance, or related field (or equivalent experience).
- 8+ years of project controls experience on large capital construction projects.
- Proficiency in:
- Primavera P6
- Cost reporting & forecasting
- Progress measurement / earned value
- Construction reporting and analysis
- Ability to work onsite and collaborate across multidisciplinary teams.
Preferred
- Experience in industrial, power, energy, or similar large?scale projects.
- Background in contract administration and/or change management.
- Experience with delay analysis or schedule claims.
- Familiarity with cost systems such as EcoSys, SAP, Oracle, or equivalent platforms.
Skills & Competencies
- Strong analytical skills and attention to detail
- Advanced Excel capabilities (pivot tables, dashboards, cost modeling)
- Clear communication with project leadership and stakeholders
- Ability to manage multiple priorities in a fast?paced environment
- Proactive approach to identifying risks and challenging assumptions
