VP, Human Resources

Reporting to the CEO, the Vice President of Human Resources is responsible for overseeing all facility HR processes and programs, including recruitment and hiring, employee and labor relations, disabilities management, training and development, compensation and benefits and Employee Health.
· Guides and directs management in the recruitment and retention of hospital staff.
· Directs the preparation of short term and long range human resources plans and budgets based on broad corporate goals and growth objectives.
· Maintains a sound plan of corporate organization establishing policies to insure adequate management development and to provide for capable management succession.
· Develops and implements procedures and controls to promote communication and adequate information flow.
· Consults with all levels of administration in the facility; assesses training needs, chooses learning strategies, customizes material and evaluates the effectiveness of the material.
· Consults with all levels of administration including legal counsel, community and governmental representatives.
· Manages 5 or more subordinate department Directors/Managers who supervise staff members in multiple departments including, but not limited to: Human Resources, Talent Acquisition, Labor/Employee Relations, Compensation, HRIS, Employee Health, and Volunteers.
· Interpret and administer labor contracts regarding issues such as wages and salaries, healthcare, and union and management practices.
· Ensures that the responsibilities, authorities and accountability of all direct subordinates are defined and understood
· Ensures the overall direction, coordination and evaluation of the subordinate units/departments
· Collaborates with Chief Nursing Officer, Chief Operating Officer and Vice President, Quality and other leadership in the development of and supporting performance improvement activities for the facility.
· Ensures that all personnel activities and operations are carried out in compliance with local, state and federal regulations, TJC standards and laws governing healthcare operations.
· Maintains an environment of collaboration and cooperation among hospital departments
· Maintains open lines of communication with subordinate departments
· Is responsible for interviewing, hiring, assigning and directing work, counseling, appraising performance, rewarding and disciplining personnel.
· Oversees the formulation of operating and capital budgets; monitoring for variances and ensuring corrective action is implemented.
· Guides the development and evaluation of recruiting resources and strategies. Approves the recruitment and selection plan(s) for the facility.
· Ensures employee selection methods are in compliance with statutory and regulatory requirements.
· Analyzes relevant market factors, including compensation packages, shift differential and sign on bonuses and making recommendations for revisions as appropriate.
· Works with leadership to determine salaries, compensation issues and other human resources policies and procedures.
· Guides the Employee Health department to ensure new- and continuing-employee health assessments are completed in a timely manner, meeting all regulatory requirements.
· Ensures the provision of Employee Health services to employees, other staff and physicians including vaccination programs as appropriate and response/management of on-the-job injuries.
· Directs the completion of exit interviews and preparation of analysis/reports related to turnover in key departments. Ensures effective retention programs are implemented.
· Ensures the development and maintenance of personnel policies and practices for the hospital.
· Collaborates with other executive team members and coordinating the collective bargaining process.
· Ensures the collective bargaining agreement is appropriately applied minimizing disruption to the facility.
· Maintains a sensitive, fair and impartial approach to dealing with employees.
· Reviews all terminations and written disciplinary actions before they are carried out to ensure the facility's policies and procedures are met.
· Mediates conflicts between employees and management to resolve misunderstanding, facilitating communication to promote effective working relationships.
· Develops and provides talent strategies that position the hospital as an employer of choice, including by overseeing the development and implementation of recruitment, training, performance management and employee engagement and retention initiatives.
· Partners with senior leadership to facilitate execution of strategic business plans.
· Continually evaluates HR processes, systems, policies, procedures, and oversee implementation of best practices for future organizational growth.
· Manages relationships with labor unions and develop strategies to resolve grievances in the best interests of the facility.
· Oversees and manages the budget and other financial measures of the HR department.
· Oversee and assure compliance with all established healthcare facility policies, protocols and procedures to ensure full compliance with federal, state, and local standards, regulations and guidelines. · Works with assigned departments to ensure staff is informed of VBP goals/targets.
· Includes updates regarding VBP (Core Measures, HCAHPs, Readmissions, etc.) as appropriate in staff meetings.
· Develops and implements action plans designed to improve VBP status of the department(s) and/or hospital.
· Ensure staff is accountable for achieving Core Measures, HCAHPS and other VBP goals.
Professional Requirements
· Demonstrates knowledge and commitment to the organization's hospital-wide Performance Improvement Program in order to ensure continuous quality improvement of all processes.
· Performs efficiently in crisis and emergencies, remaining calm, following established protocols, informing appropriate persons, and documenting events. Assures appropriate unit response in both reporting and responding to facility emergencies such as fire, infant abduction, and disruption in utilities and hazardous materials spills.
· Maintains regulatory requirements, including all state, federal and TJC regulations.
· Union experience
· Ensures that technical and professional programs are scheduled for staff development and based on identified learning needs of personnel; for maintenance and enhancement of clinical expertise.
· Demonstrates effective writing skills, effective public speaking & presentation skills; maintains effective communication with staff, peers, medical staff, etc.
· Demonstrates effective time/stress management.
· Encourages staff career development and participation in professional organizations.
· Works at maintaining a good rapport and a cooperative working relationship with physicians, employees, patients and staff resulting in exceptional customer service.
· Represents the organization in a positive and professional manner.
· Demonstrates strong, accurate decision making capabilities.
· Attends committee, CQI and management meetings, as appropriate.
· Ensures compliance with hospital policies and procedures including but not limited to department operations, fire, safety, and infection control.
· Complies with all organizational policies regarding ethical business practices including the Code of Conduct Manual.
· Hires talented staff-provides timely feedback regarding performance. Completes evaluations in a timely manner.
· Develops department staff via ongoing in-service education, on-the-job training, evaluations and open departmental meetings.
· Effectively and consistently communicates administrative directives to personnel and encourages interactive departmental meetings and discussions.
· Communicates the mission, ethic and goals of the hospital, as well as the focus statement of the department.
· Is knowledgeable of social, regulatory, political and economic factors that relate to patient care services.
Basic Qualifications:
· 10+ years of Human Resources-related experience with at least 5+ years in Senior HR role.
· Passion for serving as a change agent
· Highly developed organizational skills.
· Extensive experience with problem solving and partnering with stakeholders
· Excellent interpersonal and communication skills (verbal and written)
· Demonstrates familiarity with Microsoft Office Software, as well as Outlook.
· Demonstrated expertise in hospital operational and/or fiscal management.
