This is an exciting opportunity to join the Project Controls team within Natural Gas Major Projects (NGMP). The Project Controls Specialist (PCS) is primarily responsible for total project and annual budget cost and schedule management, reporting up to combined portfolio level. Major Projects is responsible for engineering, procurement, and construction of natural gas transmission pipelines and facilities. The PCS works hand in hand with the Project Manager and will be expected to provide routine monthly updates of the project controls status reports (cost, schedule, scope). Day to day work activities include attending project meetings, routine one on one discussions with Project Manager for cost and schedule updates, incorporating cost and schedule updates in Ecosys software, ensuring Ecosys data is accurate and up to date with cost and schedule alignment, submitting requests for new purchase orders and purchase order amendments, change order management and documentation. PCS supports initial project setup in Ecosys including loading original estimates/funding, time phased forecasting, scheduling, tracking commitments register, and manages those aspects throughout entire project life cycle until project close out.
Using prescribed methods and tools, the position is responsible for performing all aspects of project control assignments. It requires understanding and application of basic project controls principles. This position must be proficient with various computer applications with analytics that relate to schedule, cost, and risk. This position requires expertise in use, understanding and application of project controls principles and associated project controls software tools so that the systems established within the group are appropriate for the responsible work.
The Project Controls Specialist is a critical position as the expert/lead of the core competency areas: Scheduling, Cost Forecasting, and Scope management. This position will be a leader for the entire PC team as well as a team member of multiple project or program teams within the Project Management Organization.

Responsibilities & Duties: Lead Development / Generation of Periodic Project Controls Reporting
- Provide leadership in development and generation of daily, weekly, monthly and quarterly project controls reports. Responsible for gathering, verifying, validating and analyzing data in support of project controls reporting. Responsible for distributing and archiving project controls reports as appropriate. In addition, provide presentation quality reports and be available to present if needed to project team/management team.
Lead and Perform Change Control
- Track and manage changes to the project scope, schedule and cost baseline. Identify, assess, gain approval for, and distribute change requests, change notices and/or change orders in a manner compliant with internal governance standards and terms and conditions of relevant contracts (as appropriate). Lead team through audit reviews and reporting.
Oversee Project Controls Benchmarking and Self Assessment Initiatives
- Assist in scheduling and carrying out benchmarking and self assessment initiatives relevant to project controls and the types of projects typically managed by the project controls group. Identify and communicate improvement opportunities, adoption of best practices and counter measures to address gaps in performance.
Expertise in Project Controls Methodologies
- Leads maintenance project schedules, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Tracks and reports project status, performs variance, critical path analyses at a level appropriate for the project.
Create and Maintain Project Estimate
- Work with Estimator(s) to develop project cost estimate in order to establish effective cost controls management. Assure that project estimate includes all necessary materials, internal/external labor, land, retirements, etc. Manage the estimate according to PMCoE Estimating Standard and review cycle.
Effective Team Leadership
- The PCS is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and complete assignments (proposals, project tasks, reports, etc.) within negotiated budgets and schedules.
