Job Description
This role is an approximately 24-month assignment for project controls support of the Coal Combustion Products Midwest Project Portfolio. Role will support schedule reporting & analysis for multiple project sites across the company’s Midwest service territory.
This position is responsible for leading the development of the reporting systems for project controls assignments. It performs complex aspects of individual project estimating, scheduling, change documentation and cost control while reporting up to program or portfolio level. The Principal Project Controls Specialist is a critical position as the expert/ lead of at least one of the project controls core competency areas: Scheduling, Estimating, Cost Engineering. This position supports Project Managers and Project Directors on projects and programs of varying size and complexity. The Principal PCS will be expected to lead / direct the set up and reviews of the project controls status (cost, contract, WBS, schedule, resource, etc.).
Using prescribed methods and tools, the position is responsible for performing primary aspects of project control assignments. The position is considered a technical, SME, support position and requires college level reasoning via formal education or work experience. It requires understanding and application of complex project controls principles. This position must be expert with various computer applications with analytics that relate to schedule, cost, and risk. This position requires expertise / mastery with regards to the use, understanding and application of project controls principles and associated project controls software tools.
The candidate will be responsible for:
1) Review and analysis of project schedules, including basis and qualifications
2) Incorporating the implementation details into the schedule (once implementation contracts are awarded)
3) Defining and analyzing the project schedule baseline
4) Development of a site integrated schedule, including other site work activities that either impacts or is impacted by the project
5) Work with contract vendors to gather and verify updated schedules for projects
6) Maintenance and update of site integrated schedule
7) Support development of recovery plans, as necessary
8) Support development of project changes, as necessary
9) Review Project Change Requests for impact to schedule
10) Support project scheduling required for Funding submittals
11) Support project reporting (Project Status Reports, etc.) as necessary with project team
12) Schedule adherence reporting
13) Quantity reporting
14) Schedule variance analysis
The applicant should have a detailed knowledge, proficiency, and experience with:
A) Primavera, P6
B) MS Excel, Word, and other commonly used computer software
C) Schedule analysis software, such as Deltek Acumen
D) Multiple schedule development and management practices
E) Review and analysis of contractor and vendor performance
F) Project Change Control processes
G) Quantity tracking and reporting
Required Qualifications:
Graduation from a four-year college or university - business, finance, project management, engineering, technical, or equivalent.
Minimum of 7 years of project controls experience.
Minimum of 11 years of project controls experience in lieu of a degree.
Masters - business, finance, project management, or equivalent.
PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP).
Demonstrated expertise in using Software such as MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Access, Powerplant, Maximo or EAM, PeopleSoft, Deltek Acumen, Schedule risk management tools / Monte Carlo analysis.
Expert user of Excel
Prior D Utility experience.
Typical Weekly Schedule: 40 Hours, Monday through Friday, with travel to the Midwest project sites three days per week.
